POSITION OVERVIEW

Working with a talented and collaborative team comprised of early childhood education industry leaders, the Vice President of Finance & Operations will be an integral member of the Executive team. They will be responsible for government contract management and analysis, organizational budgeting, cash flow management, forecasting, and recording and reporting of financial information. Reporting directly to the CEO, the Vice President of Finance & Operations will work closely with the Human Resources Manager on all payroll-related functions. This position will have the following direct reports, the Human Resources Director, Finance and Payroll Associate, and Bookkeeper.

DUTIES AND RESPONSIBILITIES


Financial Leadership and Oversight: 40%

ACCOUNTING

  • Provides oversight for all daily accounting activities including all banking, cash management, accounting entries for accounts payable, accounts receivable, billings, and payroll ensuring entries are recorded properly.
  • Works directly with NBCC’s audit CPA firm, gathering requested source documents selected by them for testing, as well as info they need to prepare annual returns.
  • Process and provides oversight for all payroll processing and related accounting entries, and benefit reconciliation and reporting.

REPORTING

  • Works collaboratively with NBCC’s CPA firm on monthly closings and production of financial statements. This includes uploading a packet of information with a deadline early in the month so that info is available to bill grants and contracts.
  • Acts as a liaison with NBCC’s Board of Directors Finance Committee members and attends and presents at Board Finance Committee meetings.
  • Ensures the timely filing of all required Federal, State, and County reports.

FP&A

  • Works closely with the CEO to review and monitor monthly revenue projections which may fluctuate.
  • Leads the financial planning process for the organization’s annual operating budget of $10M. Provides budget support and templates for all administrative and program departments, interacting with the CEO, other directors, and managers.
  • Assists the CEO with building corporate forecasting models, including key assumptions and reconciling to actual results on a monthly basis.
  • Supports CEO and staff with budget projections for campaigns, special projects, grants, and departmental budgets.

TREASURY

  • Develops and maintains the cash management tool to monitor cash flow and produce monthly reports for the CEO and Finance Committee.
  • Provides financial oversight for special projects such as the current $9.3M capital campaign.

OPERATIONS

  • Develops and monitors finance department internal controls and best practices to ensure the integrity of financial recording and reporting.
  • Provides financial management of grants in coordination with the Vice President of Development.
  • Maintains leases, vendor, and consulting contracts and required IRS documentation.

Government Contract Administration: 40%

  • Acts as the lead and liaison for NBCC’s government contracts providing a broad range of support including planning, communication, budgeting, reporting, stakeholder engagement, and administration.
  • Provides oversight and ensures billings for Federal and State contracts and family tuition are timely and reconciled with accounts receivable.
  • Monitors and files the Department of Education and other key contract reports (CSPP, CCTR, CPKS, and CAFP).
  • Manages contract funding expectations and communicates to align with the project plan.
  • Translates government funding requirements into NBCC’s operational practices.
  • Works in collaboration with and trains three (3) Enrollment Specialists, overseeing all of NBCC’s enrollment. Participants in enrollment meetings, webinars, and all regulatory meetings and uses Center Track reports to submit 801A 801B reports.

Supervision: 20%

  • Provides direct supervision of the bookkeeper who is responsible for the expense and accounts payable entries into the accounting software, FundEZ.
  • Provides oversight for issuance of annual W-2s and 1099s.
  • Provides supervision of the Human Resources Director, Finance and Payroll Associate, and Bookkeeper, and oversight of all office related systems.

EXPERIENCE REQUIREMENTS


  • BS degree in Finance, Business, Accounting, or related field
  • A minimum of 5+ years experience in a similar or related position
  • Expertise with accounting systems software
  • Proficient in information technology, with advanced Excel modeling skills.
  • Organized, able to set priorities, and adhere to deadline-driven timetables and due dates
  • Strong integrity, superior communication skills, and proven ability to interact on the C-Suite level
  • A critical thinker with senior management advisory skills
  • Experience with grants and government contracted projects, both in analysis and reporting
  • Understanding of and experience with nonprofit financial statements is a plus
  • Experience with CA Department of Education contracts is a plus
