ABOUT NACERO
Nacero is an energy company for the new natural gas paradigm. The natural gas revolution has made it possible to cost-competitively make cleaner gasoline without governmental subsidy. Gasoline made from natural gas is compliant with Tier 3 fuel and vehicle standards required by the Environmental Protection Agency (EPA) and can be sold at existing service stations at no additional cost to the consumer.
Nacero is in the business of making gasoline from natural gas and are proud to be at the forefront of this new approach to an old industry. Their planned facilities will install multiple trains of processing units with each train converting approximately 150 dekatherms of natural gas into nominally 15,000 barrels per day of finished gasoline component. This approach:

POSITION OVERVIEW

They are bringing a new gasoline to market, one made from domestic natural gas in safe, modern facilities and they are seeking a new Head of Construction to help them achieve this vision.
This is an incredible opportunity for the right leader to help bring a new technology to market in first of their kind facilities across the US. Innovation is at the core of Nacero’s operating principles. The organization is looking for an entrepreneurial leader; someone that can extend beyond the traditional “boots on the ground” operation and push data driven decisions. He/ She will be a thought leader with a focus on construction innovation and digital execution. This will be a highly visible role, working with investors and collaborating with key stakeholders across the organization to ensure excellence.
Based in Texas and reporting to the Director of Integrated Property Delivery, the Head of Construction will help steward mega facility construction projects from design through construction and to full operations. He/ She will lead the engineering design and construction project execution on US based mega-projects – Multiple $5B plants. The new Head of Construction will oversee full site construction scope including site preparation, civil, structural, mechanical, piping, electrical and instrumentation module hook-up and construction infrastructure buildout. He/ She will be responsible for construction planning and scheduling, materials management, logistics, construction progressing, productivity tracking, risk management & mitigation planning and construction reporting.

DUTIES AND RESPONSIBILITIES
- Responsible for construction planning and scheduling, construction progressing, productivity tracking, risk management & mitigation planning, and construction reporting
- Implement and champion advanced work packaging methodology for schedule and cost optimization
- Provide strategic direction for construction innovation techniques to support Nacero’s “design once, build many” execution approach, including technology-driven construction execution approach for information management, material management & logistics, automated progress measurement, integration with design-based digital twin, visual analytics and paperless site execution
- Engage with design and external construction partners to drive project from design to completion, fulfilling all stakeholder expectations for delivering projects safely, on time and on budget
- Collaborate with maintenance and operation teams to ensure facility is built with a consideration for ease of operations, maintenance, and sustainability, and does not bring unnecessary difficulties in the future
- Identify project & productivity risks and monitor progress to achieve successful and timely installation and pre-commissioning targets
- Establish and report performance metrics to enable the progress of construction activities to be monitored and reported to key stakeholders
- Establish a consistent approach across all construction components of the facilities to stream-line execution and optimize productivity
- Oversee full site construction scope including site preparation, civil, structural, mechanical, piping, electrical and instrumentation module hook-up and construction infrastructure buildout
- Develop transition plans from facility commissioning and start-up though operations handover
- Provide leadership in best practices to continuously monitor project status, goals and efficiencies
- Create a collaborative environment where knowledge and skills are shared to facilitate efficient and timely delivery of services
- Candidates will be champions and models of a safety-first environment by promoting a culture focused on safe, environmentally compliant, and reliable operations
- Charged with leading all construction related operations and managing the financial well-being for all capital projects
- Create and manage construction budget, monitor spending and take decisive corrective actions to resolve variances
- Utilize sound human relations and communications skills to provide development of direct reports and motivation of staff resulting in a reliable and competent workforce
- Responsible for ensuring environmental compliance on construction site while meeting or exceeding federal, state, corporate and industry standards and leading practices in Safety, Environmental, and Quality
- Responsible for assuring all company policies, rules and guidelines are being followed and administered in a fair and consistent manner and providing direct assistance to Human Resources for all employee issues
- Hands-on construction leader who works in an effective and cross-functional manner
- Development and control of department budget and identify opportunities for cost improvement

EDUCATION & EXPERIENCE REQUIREMENTS
- B.S. Degree in a Construction, Building Science, Engineering or a technical discipline, Master’s degree is a plus
- 20+ years of experience in the management and execution of engineering, fabrication, construction and operations of major refinery or chemical plant(s) including 10 years of experience in a Construction Management or Project leadership role
- Demonstrated performance history for successful completion of US-based mega-projects
- Excellent communication skills, both verbal and written, as well as a professional and courteous attitude
- Demonstrated value of honesty and integrity, respect for others, teamwork and collaboration, accountability and performance
- Ability to handle sensitive information with discretion, integrity and the highest degree of confidentiality
- Demonstrated abilities in successfully leading change management
